Penguatan Prinsip Blue Economy: Reformulasi Hukum dan Implementasi Vaki Pipeline Counter untuk Memberantas Overfishing

Abstrak

Indonesia, sebagai archipelagic state terbesar di dunia, masih dihantui dengan tindakan eksploitatif yang mengancam keberlangsungan sumber daya lautnya. World Research Institute melaporkan lebih dari setengah komoditas ikan Indonesia telah berada pada ambang batas untuk dieksploitasi. Kondisi seperti inilah yang kemudian dikenal sebagai overfishing. Overfishing merupakan suatu fenomena yang bertentangan tujuan blue economy yakni meningkatkan kesejahteraan manusia dengan tetap mengedepankan prinsip berkelanjutan untuk generasi mendatang. Adapun,  akar permasalahan ini adalah minimnya proses pengawasan yang dilakukan pemerintah serta tidak jelasnya regulasi yang mengatur tentang upaya penanganan overfishing. Hasil penelitian ini menunjukkan keberhasilan penerapan mekanisme klasifikasi ukuran kapal yang wajib memasang Electronic Reporting System (ERS) di Norwegia dan Vaki Pipeline Counter (PLC) di Skotlandia dalam rangka mengatasi masalah overfishing. Penerapan dua mekanisme tersebut akan menjadi upaya penyelesaian masalah overfishing dan mewujudkan kesejahteraan masyarakat serta keberlanjutan bagi sumber daya laut Indonesia.

ABSTRACT

Indonesia, is still haunted by acts of exploitation that damage the sustainability of marine resources, resulting in economic losses felt by its people. World Research Institute reported that more than half of Indonesia's fish commodities were at the threshold for exploitation. Conditions like this are known as overfishing. The phenomenon of overfishing contradicts the goals of blue economy, which aims to improve human welfare while prioritizing sustainable principles for future generations. Meanwhile, the root of this problem is the minimal monitoring process by the government and the unclear regulations. The results of this research show the success of implementing a vessel size classification mechanism that requires the installation of an Electronic Reporting System in Norwegia and Vaki Pipeline Counter mechanisms in Scotland to overcome overfishing. The implementation of these two mechanisms will be a step toward resolving overfishing and achieving community welfare and sustainability for Indonesia's marine resources.
